Organization Effictifness and Efficiency Scale

The OEES (Organization Effectiveness and Efficiency Scale) instrument was developed by the International Research Consortium on Evidence-Based Practices in 2013. Claudia Claes, Jos van Loon, and Robert Schalock were involved in the development and testing of the instrument. The starting point of the OEES is support thinking and the framework of quality of life. This management scale has been developed to evaluate the functioning of organizations in terms of quality of life. It helps organizations for people with disabilities to meet the following issues:

  • to include best practices in their services;

  • to work more effectively in achieving their results;

  • to spend their resources more efficiently and to work more sustainably in terms of growing changes;

  • focus on high performance management.

It shows various policy aspects. The indicators are grouped under four perspectives:

  • the customer perspective,

  • the growth,

  • perspectivethe financial perspective

  • the perspective of internal processes.

These lead to scores that can be converted into an efficiency and an effectiveness index. The OEES can be used as an internal audit tool, an instrument that provides an organization with handles for its performance evaluation and for its strategic planning and efficient and effective management.
